Minutes of the meeting of Pointon & Sempringham Parish Council held in Pointon School on Thursday 21st October 2021 commencing at 7.30 pm.

 

Present: Cllrs Wesley (Chairman), Greenwood (Vice Chairman), Freeman, Green, Ramm and Taylor, Parish Clerk W Gray and 8 members of the public were also in attendance.

 

The Chairman reiterated Standing Orders in place, rules that we abide by.

 

  1. The Chairman invited questions from the public prior to opening the meeting (15 minutes in total allocated) –
  • Question - State of footpaths – resident wrote to highways but have received no response – both sides of High Street are in a terrible state, not safe?  Parish Clerk to report.
  • Question- Sports & Social Club – what is happening, is it legal or are we running it illegally?  Cllr Wesley advised would be discussed under Playing Field item.
  • Question - Telephone Box what is the latest update - understand sent away to be painted?  Awaiting base to be put in, currently stored in premises of shot blasters.  Question - What is cost, would like to know?
  • Question - Investigation re previous Parish Clerk, who is investigating?  It was agreed at last meeting that a panel would be set up (3 Cllrs) no one else to do it.  Question If biased panel should be impartial.  We appointed last time we met, legal people involved will go through as should do.  Question – can I request put on as an agenda item for your next meeting.  Who are impartial bodies – Chris Moses (Legal), LALC plus ACAS.
  • Question – where is Telephone Box going to be located?  Either on original site or outside the Village Hall, where it goes will need base and electrics for defibrillator.  Village Hall supply for electric etc.  Who is company supplying the base?  All Seasons Landscapes.  Thankyou.
  • Observation – have attended all PC meetings since election – puzzled why certain Cllrs continue to obstruct - what is going on?

 

  1. Apologies for absence – Cllr R Clarke, no apologies received from Cllr Hill or Moseley.

 

  1. Declarations of interest- None.

 

  1. Reports from outside bodies -
  • County – No report.
  • District – No report.
  • Playing Field – No report.
  • Pointon School – No report.
  • Police – monthly newsletter circulated to Cllrs.
  • Village Hall – several events planned plus New Year’s Eve Party.  Café running Wednesday and Friday mornings – also provides frozen dinners.
  • Parish – None.

  1. Planning (New Applications/Updates) –

 

  1.  Finance, Bank Statements and Signatories -

 Cllrs Greenwood and Ramm completed form for Cllr Wesley to be added on as an additional signatory.

 

Electricity Invoices (ALIRO) – despite reminders to Mr Burt nothing appears to have been done to transfer electricity from Parish Council to ALIRO – Cllr Freeman advised will be contacting/meeting Mrs Antink and will ask her to contact Parish Clerk to resolve.

 

Income & Expenditure to Date – copy circulated to all Cllrs prior to meeting.

Payments to be approved:

Rospa Annual Safety Equipment Check – £86.40

SKDC Bin (October) – £17.00

Parish Clerk Salary (Aug/Sept/Oct) – £509.16

HMRC Parish Clerk – £296.80

Parish Clerk Expenses – £342.00

SKDC Election Costs – £769.00

Community Cleaner August/September – £160.38

PCPF Grasscutting August/September – £200.00

Cllr Freeman proposed, Cllr Wesley seconded, all in agreement that above payments are made.

 

Receipts - Aliro Ltd – £50.00 Rent

 

  1. Play Equipment – Rospa Report Findings – all ok – when is rocket coming back, work to be done underneath inside panels.

 

  1. Playing Field/Footpath No. 10 – Cllr Wesley spoken with Andy Savage, digging his heels in – footpath goes round back of club house!!  Did not want to discuss footpath, will discuss again with him.  Cllr Wesley hopeful work will be done by this winter.

 

Mole traps around the play equipment.Cllr Clarke has now removed them (they were buried) children must have been digging them up.Do not leave them on top need to put in tunnels.Cllr Greenwood –need to get an expert to sort problem i.e. Pest Controller.Letter sent to parent confirming will not happen again – none on football pitch at this time.Cllr Ramm will make enquiries for Pest Controller.

 

  1. Traffic Calming for Pointon and Millthorpe cross roads – further advice required from County Councillor M Hill re possibility of moving this forward.

 

  1. Newsletter – Cllr Taylor will send out copy of first newsletter to all, will be very basic will include Bus timetables etc.  Copies will also be put on various noticeboards.

 

  1. Update from around the Parish and from Parishioners – Dog Bag holders look at putting on various Litter Bins around the village and on Playing Field if possible.
