November 2021 Minutes

Minutes of the meeting of Pointon & Sempringham Parish Council held in Pointon Village School on Thursday 25th November 2021 commencing at 7.30 pm.

 

Present: Cllrs Wesley (Chairman), Greenwood (Vice Chairman), Clarke, Freeman, Green, Ramm and Taylor, Parish Clerk W Gray and 8 members of the public were also in attendance.

 

The Chairman reiterated Standing Orders in place, rules that we abide by.

 

  1. The Chairman invited questions from the public prior to opening the meeting (15 minutes in total allocated) –

Drains on West Road – keep talking about them what are highways doing – Parish Clerk to contact highways for update.

 

Email from member of public re holding meetings in the school – Cllr Wesley advised will hold same amount of people, better to hear what is being said, neutral venue for all concerned.Cllr Freeman asked – Is the room/tables being sanitized re COVID?Cllr Wesley assured Cllrs that room/tables were being sanitized prior to our meetings.

 

  1. Apologies for absence – No apologies received from County Cllr Hill or District Cllr Moseley.

 

  1. Declarations of interest- Cllrs Wesley and Ramm (Planning applications).

 

  1. Reports from outside bodies -
  • County – No report.
  • District – No report.
  • Playing Field – No report.  Cllr Wesley had spoken with Mr South but he does not want to take on tackling problem.  Rabbit issue not Moles (someone looking at) with no cost to the council.
  • Pointon School – No report.
  • Police – monthly newsletter circulated to Cllrs.
  • Village Hall – Race night 3rd December, New Year’s Eve party planned for this year.  Open 9-1 pm Wednesdays and Fridays (Post Office on Fridays).
  • Parish – None.  Telephone Box – currently at Sprayers – final decision on where to be sited once works completed.  Planning permission will be required if it does not go back on its original site – will house the defibrillator, ideal position would be outside the Village Hall (central point) – survey carried out when Neighbourhood Plan was produced 54% were in favour of siting outside VH.  Plus needs electric – can be connected to VH supply, will be covered under VH insurance.  Mr Freeman advised that the Village Hall would be happy to meet costs.  6 Cllrs voted for it to be re sited outside the Village Hall, Cllr Ramm abstained.

 

  1. Minutes of meetings held in August and October - to approve as a true and accurate record – All in agreement for above minutes to be signed.

 

  1. Planning (New Applications/Updates) –

S21/2086 – Clerk to respond - no objections raised.

 

S21/1223 – Clerk to respond - the Parish Council reiterate there original response together with responses forwarded at that time from members of the public i.e. The Parish Council are opposed to this application.

 

S21/2140 – Clerk to respond - the Parish Council fully support this application.

 

  1. Play Equipment

Cllr Clarke looking at putting a survey form on line/noticeboards for to see what people want.Perhaps something could be included in newsletter?

 

  1. Playing Field/Footpath No.10

No feedback received as yet from Mr Savage.  Cllr Wesley advised gates need to be done.

Play Inspection Course (via LALC) – Clerk to source for Cllrs Clarke and Green to attend.

  1. Traffic Calming for Pointon and Millthorpe Cross Roads

Road Safety Partnership – Cllrs Freeman and Ramm will follow up.

Millthorpe Cross Roads – resolved 2 years ago – in last 9 months traffic road side ditch has actually closed up again.  Request for highways to look at cross roads (copy in Martin Hill), extra traffic causing collapse.

  1. Newsletter

Cllr Taylor advised hope to get copy out first week of December, would like a little bit more information about Village Hall etc and what is on there.Cllr Taylor will also include something about the Platinum Jubilee.

 

  1. Finance -

Income & Expenditure to Date – copy circulated to all Cllrs prior to meeting.

Payments to be approved:

SKDC Bin (November) – DD £17.00

Parish Clerk Salary (November) – £212.12

Community Cleaner October – £71.28

PCPF Grasscutting October – £100.00

All in agreement that above payments are made.

 

Request from PFC (no invoices received from Parish Council for some time – Clerk will arrange for Invoices to be sent i.e. one payment £720.00 (back pay to be made) then £120.00 paid on monthly basis.

 

Receipts - Aliro Ltd – £50.00 Rent

 

ACAS – Cllr Ramm advised received an offer of independent advice.  Cllr Wesley advised discussed in closed session, took vote that Mrs Mackenzie take back to ACAS.  Mrs Mackenzie came back with email (circulated to all Cllrs).  ACAS came back to give second bite of the cherry i.e. second chance to settle or go to Court.  Looking at evidence that Cllrs produced had not acted in proper manner.

 

Cllr Wesley – Cllr Hill’s advice was to settle (on evidence received we will lose).  Heated discussions followed.  Cllr Wesley - need to draw line under – Cllr Green will contact DAS with all correspondence and this will also be circulated to all everyone.

 

Precept 2022-2023 – to be discussed at next meeting.

 

Electricity Invoices (ALIRO) – advised that as at 3 pm today they have set up account with Scottish Power.

         

  1. Update from around the Parish and from Parishioners -

Correspondence from resident to Chairman – Chairman will respond.

Platinum Jubilee – applications open for grants to mark event for funding local projects – deadline 15th December.

Free trees for planting projects.

Zurich Insurance – question – when were buildings last valued?

 

  1. Date of next meeting: Thursday 16th December 2021 at Pointon School.  Meeting subsequently cancelled re COVID.
