Minutes of the meeting of Pointon & Sempringham Parish Council held in Pointon Village Hall on Thursday 12th August 2021 commencing at 7.30 pm.

 

Present: Cllrs Wesley (Chairman), Greenwood (Vice Chairman), Clarke, Freeman, Green and Taylor, Parish Clerk W Gray and 7 members of the public were also in attendance.

 

The Chairman reiterated Standing Orders in place, rules that we abide by.

 

  1. The Chairman invited questions from the public prior to opening the meeting (15 minutes in total allocated)

Mr Burt (Aliro) – at last meeting, the question is why did you not say at start of meeting that a member of the public was taking a video?Need to make an announcement that anyone who does not wish to be video’d – did not give me that opportunity.Cllr Wesley – did not know a member of the public was videoing.Mr Burt – a government meeting has to comply with legislation and regulations.

Mrs ? swung round and went to video me – I object to that – you did not stop her and neither did anyone else.GDPR regulations – permission has to be given to be filmed!

Cllr Wesley –not sure that is law – Mr Burt – I am not happy because when you video you are taking personal data – you should not have allowed it.My only redress to what has happened is to write to ICO to advise this breach has taken place.

 

State of Footpath No.2 – Pentley Lane –gravel all over the footpath - outside Aveland House has been concreted, now dropped and unable to get down with vehicle.This was reported 4 years ago – advised to contact Fix My Street.

 

Drainage situation on Pinfold Lane (flooding – culvert) brook needs clearing out – advised to contact Fix My Street.

 

Coming out of West Road/St Gilberts Close has been a near accident – overgrown hedge impeding vision of vehicles existing.

 

  1. Apologies for absence – Cllr C Ramm, County Cllr M Hill, no apologies received from Cllr Moseley.

 

  1. Declarations of interest- None.

 

  1. Reports from outside bodies -
  • County – No report.
  • District – No report.
  • Playing Field – increased dog fouling – appropriate signs/bins in place – look at larger signs?
  • Pointon School – Cllr Clarke representative for the Parish Council – in contact.
  • Police – None.
  • Village Hall – Post Office open from 9.30 to 11.30 every Friday morning – to keep it need to use it.  Offers majority of services.  Café open at same time offering breakfasts and bacon butties, café will also open on Wednesday mornings.
  • Parish – None.

 

  1. Minutes of meetings held on 17th June and 15th July2021 - to approve as a true and accurate record – all Cllrs (with exception of Cllr Freeman) were happy for above minutes to be signed by the Chairman.

 

  1. Aliro Limited - Certificates for Safety/Club Licence – Mr Burt has put together a file (103 pages) – members of the council can look at file but I am not giving it to the council.

Electricity Certificate (6 pages) – Cllr Wesley – you had 5 working days to respond from last meeting – here we are again, according to the lease you are in breach of the lease – does not mention Fire Safety and Health & Safety certificates, could have produced, why did you not!  Mr Burt – if you Mr Chairman do not respect me over the problem allowed me to be filmed against my objection – because not able to guarantee my personal safety (have really good reason not to be filmed) am very reluctant to produce confidential information.

 

Parish Clerk – Can you not allow Cllr Wesley to look at them at a time to suit you both i.e. at end of meeting?  Cllr Wesley – the Parish Council have a legal responsibility to be correct – we have been fobbed off time and time again.  Need to see work done inside, need safety certificate or you will get a safety inspection, should have been 5 days ago, we are liable as a Council.

 

If you can come back at end of meeting with file for the Parish Council to view – Cllr Burt, according to the lease I am responsible not the Parish Council.  Cllr Wesley, I am afraid we are.  The Parish Council are responsible to ensure that you produce the correct documents to see that everything is above board.  If everything was completed before the building opened, why not produce the documents to the Parish Council when asked.  Mr Burt – 103 pages do not want people to take copies away and flick through them.  Cllr Wesley I am sorry feel as a council on how we deal with lease and dealt with - prefer to do council business in council time - should be dealt with in closed session.   Proposed Cllr Green, seconded Cllr Wesley, Cllr Greenwood.  Mr Burt – when previous clerk finished etc nobody to get into services etc – because got nowhere had to change contractor and supplier – now done getting somewhere – we are also frustrated that this was not sorted out before we took over.

 

  1. Planning (New Applications/Updates) –

S21/1259 Proposed single storey front extension at Forty Foot Farm, Pointon Fen, Pointon, Lincolnshire, NG34 0LF – No Objections - response required by 1st September 2021.

 

  1. Footpath No.10 – Discussions about gatewith regards pathway around back of Pavillion, the Parish Council shouldn’t be responsible for paying for the diversion.  Suggestion take out back of shed, people can get through.  Look at tidying up and filling in gaps.  Footpath went across Mr Read’s back garden which used to be a dyke/bridge – never touched (1974) diverted.  1.2 meters down the side.  Cllr Green proposed try and get sorted i.e. clear up, seconded Cllr Wesley.  Cllr Greenwood will tidy up.  Letter to be sent to Mr Bainbridge to see if he will move back to where it was.  Cllr Wesley will contact Mr Savage to advise what we propose to do.

 

  1. Telephone Box – No update.

 

  1.  Finance, Bank Statements and Signatories -

Approve the following payments (covering email sent to all Cllrs prior to meeting) - Please see copy of latest spreadsheet.  You will note that we have paid invoices for BGSG, British Gas - these have been paid prior to meeting due to RED reminders (as RFO I have authorised these payments were made as a priority (within the deadline) to uphold the good credit rating of Pointon & Sempringham Parish Council) rather than leaving to August meeting - £769.63

Internet - standing order - £86.17

These payments need to be invoiced to ALIRO for reimbursement to the Parish Council - which I intend to do asap - I am assuming the payments I have highlighted are all that we need to invoice but would be grateful for feedback if I have missed anything.

 

One response received was not in agreement to decision made.

Parish Clerk advised Mr Burt who was in attendance at the meeting that she would be sending him an invoice the following day for reimbursement to the Parish Council requesting payment is made within 10 days.

  1. Traffic Calming for Pointon and Millthorpe cross roads – response from Cllr Hill advising contact Safety Partnership in the first instance.

 

Speed Limit 40 (gap getting smaller Pointon to Millthorpe.

 

  1. Overgrown Hedge (southern entry to the village) – Old Bakehouse Hedge – now dangerous - covering 30 mph sign – letter to Cllr Hill to see if highways can assist (believe has arranged for this to be cut back before).

 

  1. Newsletter – Cllr Taylor advised that she was more than happy to set the process up to produce newsletter (each month) A4 sheet at no cost to the Parish but would be happy for volunteers to help deliver etc.  Need to decide what to include etc.  Cllr Wesley thanked Cllr Taylor on behalf of the Parish Council.  Agenda item for next meeting.

 

  1. Update from around the Parish and from Parishioners – Elderly (around Holbeach and Spaldng area) being contacted supposedly Outreach (not BT) – police are aware.

 

  1. Correspondence – Parish Clerk awaiting a response from SKDC/LCC re attaching dog bag holders to lamp posts.

 

  1. Date of next meeting: Thursday 16th September 2021
