POINTON & SEMPRINGHAM PARISH COUNCIL MEETING
Minutes of Meeting held on Tuesday 13th December 2022 at 7.30pm in St Gilbert Primary School


Councillors Present: Cllrs Green, Greenwood, Ramm and Wesley (Chair).
In attendance Parish Clerk Boden, D. Cllr Dixon-Warren and three members of the public.

PUBLIC PARTICIPATION SESSION
22096. To receive reports from outside bodies.
Report from C.Cllr Hill. No report received.
Report from D. Cllr Dixon-Warren.
The Cost-of-Living Crisis is still the main news within SKDC and their website is continually being updated. Social Housing is also 
Questions or Points raised by residents and members of the public. No questions were raised.

COUNCIL SESSION
22097. To receive and accept apologies for absence. It was resolved to accept the apologies from Cllr Clarke due to work commitments and Cllrs Freeman and Taylor due to personal commitments.
22098. Declarations of interest. Cllr Ramm declared an interest in item number 8.
22099. To approve the minutes of the meeting held on the 22nd November 2022 and for the chair to sign. It was resolved to accept the minutes of the meeting held on the 22nd November 2022 and for the chair to sign.

At the time of the agenda the clerk has not received the November bank statements.
It was resolved to approve the list of payments.
d. To consider and approve the budget for the financial year 2023-24. It was resolved to approve and accept the budget for the financial year 2023-24.
e. To consider and approve the precept figure for the financial year 2023-24. Cllr Wesley proposed and Cllr Green seconded that the precept figure for the financial year 2023-34 be set at £14,000. It was resolved to approve the amount of £14,000 and for the clerk to complete the necessary paperwork.

22101. Policies – To consider and approve.
a. Disciplinary Policy. It was resolved to approve the disciplinary policy.

22102. SKDC Trade Waste Bins – To consider the contract of the trade waste bin, as rubbish continues to be placed outside the bin. It was resolved to continue with the contract of the SKDC bin and monitor the bags of rubbish that are being placed outside the waste bin. There are enough bins around the field to cope with rubbish and the village cleaner regularly empties them. The clerk will purchase a chain/ padlock and let SKDC know the combination.


22103. Village Flower Tubs – To consider and approve the purchase of plants to fill the flower tubs, deferred from previous meeting. There are five flower tubs that belong to the Parish Council within the villages of Pointon, Sempringham and Millthorpe. Due to their location for watering and the costing of plants the clerk will look into whether artificial flowers/ plants would be an option.


22104. Village Hall Clock. To consider the gifting of the clock and if not to accept the terms of reference, deferred from previous meeting. It was resolved that the Parish Council do not gift the clock to the Village Hall and that it is kept as an asset. The terms of reference had previously been circulated to the Cllrs and the Chairman of the Village Hall. The Chairman of the Village Hall felt he needed to take the ToR to the Village Hall Committee, at their meeting on the 12th January.

22105. Date and time of next Parish Council Meeting Tuesday 24th January 2023 at 7.30pm. 

The meeting closed at 8.01pm.
