January 2022 Minutes

Minutes of the meeting of Pointon & Sempringham Parish Council held in Pointon Village School on Thursday 20th January 2022 commencing at 7.30 pm.

 

Present: Cllrs Wesley (Chairman), Greenwood (Vice Chairman), Clarke, Green, Ramm and Taylor, Parish Clerk W Gray and 7 members of the public were also in attendance.

 

The Chairman reiterated Standing Orders in place, rules that we abide by.

 

  1. The Chairman invited questions from the public prior to opening the meeting (15 minutes in total allocated) – Should item 12 be moved before Finance?  Clerk advised this is update on where we are/what has been done so far – bearing in mind Tribunal Dates set for September 2023 we have time to consider finances.

 

  1. Apologies for absence – Cllr Freeman offered her apologies re family emergency.  No apologies received from County Cllr Hill.

 

  1. Declarations of interest - None.

 

  1. Reports from outside bodies -
  • County – No report.
  • District – remove from agenda until new Cllr appointed following By Election on 24th February 2022.
  • Playing Field – No report. 
  • Pointon School – No report.
  • Police – No Report.
  • Village Hall –Open 9-1 pm Wednesdays and Fridays (Post Office on Fridays).  Planning Application approved.  Lady who fills the planters around the village looking to run small garden centre at the hall when open on Wednesday and Friday.
  • Parish Council – Parish Clerk Review yet to be undertaken – agenda item under CLOSED SESSION for this to be carried out at February meeting.

 

  1. Minute of meeting held on 25th November 2021 - to approve as a true and accurate record – Copy of said minutes to be recirculated re amendments received from Cllr Ramm.  Carried over to February meeting for agreeing/signing off.

 

  1. Planning (New Applications/Updates) –

No new applications received.

S21/1223 – Permission Granted.

S21/2315 – Amendments in respect of non-material amendments Approved.

S21/2140 – Permission Granted.

 

  1. Play Equipment

Cllr Clarke advised received good response to questionnaire survey – will put together resume and share outcome with everyone.

 

  1. Traffic Calming for Pointon and Millthorpe Cross Roads

Road Safety Partnership – Cllrs Freeman and Ramm will follow up.  Keep on agenda.

Millthorpe Cross Roads – ditch closing in – need to look at Cross Roads Drainage – Clerk to contact Cllr Hill to arrange meeting with him and Cllr Wesley to review situation.

  1. Newsletter

Cllr Taylor apologised was unable to produce copy in December as had been poorly – hoping to produce copy for March.

 

  1. Update from around the Parish and from Parishioners -

   Correspondence from resident to Chairman – Chairman will respond.

 

Platinum Jubilee – Cllr Green happy to champion this event, if Cllrs have any ideas please forward to her.  Understand Beacon at ** will be lit.

 

Whats App and CCTV information – group started in the village.  Looking at advice from us and Police (recent burglaries in the village).  Looking for funding for cameras etc - how or if this can be done.  Clerk to ask question of Police seeking clarification for our next meeting.

 

   Cllr Ramm - Telephone Box ready to be installed – just waiting for base to be put in.

 

  1. Finance

Income & Expenditure to Date – copy circulated to all Cllrs prior to meeting.

 

Payments to be approved:

SKDC Bin (December) – DD £17.00

Parish Clerk Salary (January) – £212.12

Parish Clerk Expenses (Nov/Dec/Jan) – £82.00

PCPF Grasscutting December – £100.00

All in agreement that above payments are made.

 

Receipts - Aliro Ltd – £50.00 Rent (December)

 

Precept 2022-2023 – Budget had been prepared by Clerk and circulated to all Cllrs prior to meeting.  The Clerk advised what the figure would be on 3%, 3.5%, 5% and 5.4%.   The Clerk felt that following the increase for 2021/2022 and in view of the current climate it would perhaps be prudent to look at only increasing by 3% for this next financial year.   All Cllrs were asked for their opinion and a vote was taken to increase by 3% for this next financial year i.e. Precept of £10,017.00.  The Clerk then completed the necessary paperwork to be sent to SKDC.

 

  1.  DAS – Solicitors Update – Parish Clerk reported on update from Solicitors – deadline had been met for sending all documentation – response from Solicitors (10/1/22) that had now lodged our defence at the Tribunal – the Tribunal will review the response and serve it on the claimant shortly.

Preliminary hearing for case management by telephone set for 3 May 2022

Notice of Hearing 25, 27 and 28 September 2023.

 

  1. Date of next meeting: Chairman advised would not be available for 17th February, agreement to bring forward to Thursday 10th February 2022 at Pointon School.

 

Meeting closed at 8.20 p.m.
