Notes of the meeting of the Parish Council held in the Sports and Social Club, 25 October 2018

Councillors present: Cllr R Greenwood – Chair, Cllr W Moore, Cllr J Sharples, Cllr A Scarfe, Cllr C Green, and Adrian Illingworth – Clerk.

1 Welcome

The Chair welcomed all present and reminded them of the format of the Public Forum.

Public Forum (18/54)

Commenced 7.30pm

10 Members of the public present.

Parking on the verges outside the school is still occurring. The Clerk asked for photos to be sent to support his report to Highways.

A recent incident which occurred at the Sports and Social club was raised. A resident pointed out Councillors are governed by the Nolan Principles and at all times, whilst in office, must act accordingly. This was noted by all members.

Following a request from a member of the public, a copy of PCPF accounts were handed to the individual.

Residents from Millthorpe asked why a grit box had not been provided for the village. This had been requested some years ago. They were informed a grit bin had been requested but Council had been waiting as to where residents would like to site the bin. Clerk to chase Highways.

It was pointed out the representative from the Council had not been in contact with residents in Millthorpe. This is to be addressed by Cllr Scarfe.

A notice board is still required by Millthorpe. Details of where to site to be provided by residents.

The meeting was informed the gate on the footpath to the playing field had been locked. Was this the correct procedure with this being on a public footpath? The Chair explained the gate was closed to prevent vehicles from entering the field and was normally closed from dawn to dusk. A pedestrian access was requested. Council agreed for this to be added to the next agenda for discussion.

Public forum closed at 7.49, when the Chair then opened the Council meeting.

2.0 Apologies (18/55)

Apologies received from Cllr Lambert. Reason for absence agreed and accepted by members.

No apologies had been received from Dr Cllr Mosely or Cllr J Keeley.

3.0 Declaration of Pecuniary Interest and Dispensations (18/56)

None

4.0 Signing of the minutes (18/57)

The Clerk’s notes of the meeting held on Thursday, 27 September 2018 were resolved to be a true reflection by members. Cllr Green abstained as was not present at the meeting. Minutes signed by the Chair.

5.0 County & District Council Matters (18/58)

Cllr M Hill addressed the meeting.

A consultation has taken place regarding the Black Sluice Pumps. As they do not serve a purpose, and the cost to renovate and maintain was not cost effective, proposal was to remove them. This would give rise to a greater increase in flooding for a small number of properties. Details can be found on environmental-agency.gov.uk.

Highways are considering three amenity cuts per annum.

Footpath between Pointon and Billingborough has been raised by Cllr Hill and is now on a list of priorities.

6.0 Finance (18/59)

6.1 No receipts

6.2 Payments made since last meeting:

6.2.1 Clerk’s Salary 214.90

6.2.2 HMRC – PAYE 160.80

6.2.3 Westgate Printers – Mar, Apl and Sept 982.30

6.2.4 PCPF – Aug/Sept 200.00

A resident asked for a breakdown of costs for the printing and asked how many issues of the village news were printed. This was provided.

6.3 The following payments were approved:

6.3.1 Clerk’s Salary 214.90

6.3.2 Clerk’s expenses 19.80

6.3.3 PCPF – Oct 100.00

All members resolved to approve payment.

Following production of the agenda the following payments needed approval:

LALC – Attendee fee AGM 20.00

External Auditor 48.00

All members resolved to approve payment

6.4 The Bank Reconciliation was approved by all members.

The following were agreed to be placed on November’s agenda:

  • Full breakdown of Income and Expenditure in relation to the Village News
  • To discuss the budget for 2019/2020.

7.0 Matters affecting the Village

7.1 Clerk read out letter received regarding grass cutting. After discussion all members resolved not to take over the grass cutting. (18/60)

7.2 A resident had requested taking over the allotment. Council resolved not to take any action until ownership of the land had been investigated. SKDC to be contacted by Cllr Moore. (18/61)

7.3 The development plan will be updated and distributed to all members. To be added to the web site. (18/62)

7.4 Signage has been ordered. Costings for a bench had been obtained. A resident informed Council a neighbour had a bench which they would donate. Details to be sent to Council. (18/63)

7.5 Delivery routes and numbers for the Village News confirmed. (18/64)

7.6 All documentation had now been received by Council. A sign is needed to inform residents the box is no longer the property of BT. Questionnaire asks for ideas for the box (18/65)

7.7 The Chair explained Cllr Keeley had shown an interest in becoming the snow warden. Council resolved to accept her offer. The Clerk to write to Highways stating the Council would join the scheme provided two new grit bins were provided. One for Millthorpe and one for the Village Hall.

A resident from Millthorpe raised the subject of the drains at the cross roads in Millthorpe. This to be taken up by Cllr Hill.

8.0 Highways

8.1 Footpath between Pointon and Billingborough previously covered.

8.2 Update on cutting of trees raised. Clerk to contact. (18/66)

A resident expressed concern regarding the disposal of chippings form the trees which were attracting rabbits. The Chair explained it had been agreed for the chippings to be disposed of in this way. (18/67)

No applications received or passed since last meeting

10.0 Correspondence (18/68)

Winter self-help and Mutual Aid already covered

No change in polling districts or stations.

Highways Verge cutting. Already covered.

11.0 Next Meeting.

The next meeting will be held in the Village Hall on Thursday, 22 November at 7.30pm
